Balfour Beatty Celebrates Completion of Regional San’s EchoWater Project

ELK GROVE, CA — Balfour Beatty celebrates the completion of the Sacramento Regional County Sanitation District’s (Regional San) $1.7 billion EchoWater Project near Elk Grove, California. As one of the largest public works projects in the Sacramento region, the new upgrades were completed on schedule and under budget, providing a safe and reliable supply of treated water for discharge to the Sacramento River as well as increased opportunities for water recycling.

“Our upgraded treatment process now removes 99% of ammonia and 89% of nitrogen from the wastewater,” said Regional San General Manager, Christoph Dobson. “The result is cleaner water for discharge to the Sacramento-San Joaquin Delta and a drought-resistant, recycled water source for our Harvest Water project, one of the largest ag water recycling projects in California’s history.”

Balfour Beatty constructed the project’s $300 million Tertiary Treatment Facilities project, which advanced the EchoWater Resource Recovery Facility’s existing facility from secondary to tertiary level of treatment to remove pathogens and produce effluent suitable for unrestricted recycling. The team constructed more than a dozen large concrete structures including granular media filters, four disinfection basins, pumping stations, electrical buildings, and support facilities.

Other elements of the Tertiary Treatment Facility project also included an Area Control Center, substations, transformer yards, chemical storage and feed systems, a stormwater handling and detention basin, civil and electrical site work, and an Effluent Observation Structure.

“Balfour Beatty is honored to construct a vital component of Regional San’s EchoWater Project,” said Kelly Phariss, Balfour Beatty US Civils Vice President of West Operations. “Our water market experts leveraged lean construction methods and technologies to provide an advanced approach to wastewater treatment solutions. I am proud of our teammates who delivered an innovative tertiary treatment facility that will provide cleaner water and recycling resources in the community for years to come.”
