"A key takeaway from the Treasury data is that the bipartisan infrastructure law is working in year-one as intended, with state transportation departments disbursing funds and projects breaking ground," said American Road & Transportation Builders Association (ARTBA) Chief Economist Dr. Alison Premo Black, who prepared the report.
"The economic and quality of life benefits of the infrastructure law will become even more apparent as funding continues in coming years," said ARTBA Chair Paula Hammond, a WSP USA Senior Vice President. "The beneficiaries of these long-term investments will be the American traveling public in their communities."
President Joe Biden signed the IIJA into law Nov. 15, 2021. Nearly 90 percent of IIJA's highway funds are dispersed by existing formula to states, with the remainder distributed through discretionary grant awards and other allocated programs.
Nationally, over 29,000 IIJA projects were launched through the end of September.

Missouri leveraged $1.2 billion in federal highway and bridge formula funds in FY 2022 to help jumpstart 872 new improvement projects in communities across the state. The five largest projects supported by formula funds in Missouri are:
- MO 51 Replacement of Chester Bridge over Mississippi River, Construct Two-Lane Road - $107.5 million
- St. Louis Co., IS 270, Modify Interchange Configuration at Riverview Boulevard in St. Louis City - $37.1 million
- MO 86, Taney Co., Bridge Replacement over Table Rock Lake - $32.0 million
- St. Louis Co., IS 55 N, Bridge Rehabilitation from N of Lindbergh Boulevard to Loughborough Avenue - $28.0 million
- Statewide Planning Funds - $25.7 million
Nebraska leveraged $369.4 million in federal highway and bridge formula funds in FY 2022 to help jumpstart 156 new improvement projects in communities across the state. The five largest projects supported by formula funds in Nebraska are:
- 23rd Street, Columbus, urban reconstruction, lighting, traffic signals, curb ramps - $27.2 million
- 168th Street, West Center - 'Q' Street, Omaha, urban reconstruction - $15.1 million
- Brownson East, four-lane concrete pavement replacement, bridge repair, rest area ramps, and parking - $15 million
- US-81 - Belden, mill, resurface, replace urban section in Randolph, Br repair/replace - $13.9 million
- Brule - Ogallala, interstate reconstruction, resurface L51A - $9.3 million
Iowa leveraged $677.4 million in federal highway and bridge formula funds in FY 2022 to help jumpstart 266 new improvement projects in communities across the state. The five largest projects supported by formula funds in Iowa are:
- New bridge and steel girder along I-35 northbound over I-80/I-235 ramps in Polk County North East of Des Moines - $39.7 million
- Johnson County, grade and replace I-80, I-80/380/US 218 Interchange near Iowa City - $36.8 million
- Replacement and other construction to Scott County Mississippi River Bridges between Bettendorf, Iowa, and Moline, Illinois - $27 million
- Grading and paving along I-80 in Johnson County - $16.7 million
- Grading along US 30 from Tama Bypass to West of IA-21 in Tama County - $15.5 million
